• Sewer Rent is a schedule of annual charges established and imposed by the Village of Ardsley for the use of operating, maintaining, upkeep, repair and replacement of the sanitary sewer system.
  • Sewer Rent invoices are calculated and mailed approximately every three months.

  • US mail – Your sewer rent comes with a remittance address that has our payment address printed on it. Insert your payment and coupon with the address showing inside the supplied envelope.
    Ensure that you write your account number on your payment form.

  • A penalty of Five dollars ($5.00) will be charged for any bill under Fifty dollars ($50.00) that remains unpaid after 25 days.
  • A 10% penalty will be charged for any bill over Fifty Dollars ($50.00) that remains unpaid after 30 days.
  • An additional penalty of 1% shall be added to any bill in each succeeding month or any portion of a month in which the sewer rent continues to remain unpaid.
  • Annually, on May 1 of each year all unpaid sewer rent charges penalties and interest along with associated administrative costs will be placed as a lien against the real property owner and appear as a charge on the tax rolls to be so collected and enforced in the same manner and at the same time as may be provided by law for the collection and enforcement of village taxes.
  • System users Sewer Rent bills are calculated using the actual water consumption that is billed by your water provider, Suez Water. If you would like to contest the amount of water used, you will need to contact Suez Water at 1-877-266-9101. If an adjustment is made, Suez will notify us and that adjustment will be reflected on a subsequent Sewer Rent invoice.
  • A sewer user who maintains that the sewer rent should be adjusted for any given quarterly period may make one application to the Village Manager for an adjustment of that period’s sewer rent. Such application shall be in writing, and be supported by substantial evidence establishing that the amount of the system user’s water consumption that actually was discharged into the sanitary system was less than the amount of water consumption used to calculate the system user’s sewer rent. Proof shall be in the following form:
    A.An engineering report from a professional engineer licensed in the State of New York;
    B.Data from a submeter whose operation has been inspected by the Village of Ardsley;
    C.Affidavits; or
    D.Any other documentary evidence.
    The system user has the burden of proof. The quantum and quality of the proof is necessarily dependent on the amount of the adjustment sought. If any adjustment is warranted, the system user shall receive the same in the form of a credit on the next bill following the Village Manager’s determination. If a system user is aggrieved by said determination, said user may appeal to the Board of Trustees within 15 days of same.
  • Your yearly tax bill includes a line item charge for Sewer Tax which is a tax billed by Westchester County to pay for the county owned sewage treatment plant that serves our community. It does not cover the costs of maintaining, upkeep, repair and replacement of the Village owned sewer lines.
  • All system users are eligible for sewer rent. All bills are addressed and mailed to the same address as real estate bills. If a property changes ownership, the Village must be notified along with the designated water billing authority in advance of the closing title to obtain a final reading and to provide new ownership information.
  • It is more equitable to bill sewer rent based on the measured amount of water used rather than to bill a flat rate based on the value of your property. The cost you pay for sewer rent is directly related to the amount of water that you use during a billing period.
    • For example, placing the charge on your yearly taxes means that the cost you pay would be determined by property value and not on how much sewer you contribute to the system. This would mean that two different structures (a home vs a laundromat) having the same property value, would pay the same amount for use of the sewer system. A laundromat is going to contribute more sewer to the system than a home and therefore should pay a more equitable share of the cost.
  • The property of the Village of Ardsley is solely exempt from the obligation to pay sewer rent.
  • All sanitary system users, including tax-exempt properties are billed sewer rent in order to preclude the cost of the sanitary sewer system being funded solely from the property tax.
  • All revenues derived from sewer rents, including penalties, shall be credited by the Treasurer to a special fund to be known as the “Sewer Rent Fund.” Monies in such fund shall be used in accordance with section 53 of the General Municipal Law.
